GLIL appoints Stuart Baldwin to Investment Committee
22 October 2026
GLIL Infrastructure (GLIL), the infrastructure investment fund created by pension funds for pension funds, has appointed Stuart Baldwin as an Independent Investment Committee Member.
Stuart will sit on GLIL's Investment Committee, which leads the assessment and approval of new investment opportunities on behalf of its members. He brings more than 25 years of experience in infrastructure investment and board-level governance.
Most of Stuart's career has been spent at GIC, Singapore's sovereign wealth fund. He became the first member of its infrastructure team in 2005 and went on to lead the business as Global Head of Infrastructure. He sat on GIC's Infrastructure Investment Committee from 2012 to 2024 and continued to serve on it as a consultant member after leaving the fund.
He has also held non-executive roles at several major infrastructure businesses, including 18 years on the board of Heathrow Airport. His other directorships have included Yorkshire Water, Budapest Airport, global ports operator Terminal Investment Limited and carbon capture and storage developer Storegga.
Stuart's appointment follows GLIL securing an additional £400m of capital commitments from its existing investors, bringing its total committed capital to £4.5bn as at 30th June 2026. GLIL is now looking to expand its member base and continue investing in essential UK infrastructure, using its scale and expertise to help more pension funds benefit from long-term infrastructure ownership.
Chris Rule, Chief Executive Officer at LPPI and member of the GLIL Supervisory Board and Investment Committee, said: “Few people have been as closely involved in investing in and overseeing major infrastructure assets as Stuart, and his wealth of experience will be invaluable to our Investment Committee. “He joins us at an important moment. With additional committed capital and plans to welcome more members, we’re focused on pursuing new opportunities across a diverse range of sectors to continue delivering the benefits of direct infrastructure investment to pension fund members.”
Stuart Baldwin added: “I am very pleased to be joining GLIL’s Investment Committee as the fund moves into its next stage of growth. Its model of pension funds pooling their capital and expertise to own UK infrastructure directly, for the long term, is one I have admired for some time. It aligns closely with how I have approached infrastructure investment throughout my career, and I look forward to working with the Investment Committee and the wider team to support GLIL's continued growth.”
